EX-DEAN OF DELUSION AND
NOTED CUNY TYRANNOSAURIX
LaGuardia Community College is a pseudo-educational institution strangled by lack of academic standards, administrative corruption, political cronyism, widespread incompetence at all levels and anti-Semitism. This section of the site contains a selection of memos sent by Prof. M. Millman to LaGuardia Faculty and Administration, including Presidents, during the years 1994 - 2006. Some were cc'd to officials outside LaGuardia, such as the Chancellor of CUNY and the Board of Trustees. Most of them have been placed on the Laguardia in-house computer network where they have been viewed by approximately 700 Faculty, Staff and Administrators. Oddly enough, copies also reside in the College Library archives. The memos outline a multitude of sins, ranging from unethical hiring, firing, tenure and promotion policies to mind-boggling incompetence, filthy office politics, anti-Semitism and racism. The Administration makes no attempt to correct these violations of academic integrity and human decency.

The careers of many talented instructors have been stalled by non-recognition of their skills while, through the action of a corrupt promotion and tenure committee, documented nitwits rise to positions of power and the rank of Full Professor. Student evaluations of Faculty are ignored in these proceedings. Time and time again, the promotion and tenure process for faculty has given precedence to political expedience over true merit. Ultimately, the burden of all this unsavory business is borne by the students in the form of a large number of mediocre and incompetent teachers, resulting in frustration and disruption of students' lives. Prime examples of this are the 50% failure rate on the CUNY Remedial Math Exam, the 70% failure rate on the Remedial English Exam, and the fact that 3 out of every 4 students never receive a diploma.

Thus far all of Prof. Millman's efforts to address this grim situation have been in vain. Support from Faculty is not forthcoming (although very many privately express agreement with his criticisms) due to the fear of reprisals of non-tenure or non-promotion. His memos to administrators are never replied to (one often wonders if living organisms occupy the Presidential suite). The operant principle among both Faculty and Administration at LaGuardia is: DON'T MAKE WAVES. This principle quietly perpetuates the status quo but plays havoc with LaGuardia's educational effectiveness. An embarrassing example of how the principle negatively affects LaGuardia's credibility as an institution of higher learning occurred a couple of years ago when a fire-drill (?!) disrupted upwards of 30 classes in the midst of their final exams. The students filed out of the building, spent 20 minutes in the street discussing their exams, and then reentered their classrooms to complete the exams. The fact that all these exams had been compromised was completely ignored by the Administration as well as by intimidated instructors. Nobody wanted waves. When Prof. Millman requested authorization from the Vice President for Academic Affairs to conduct a re-test of his class (thus making waves), the request was summarily denied. Only after Prof Millman went to the extreme of threatening not to submit grades for the course was his request grudgingly granted out of fear of exposure of the incident. Students in this case, and others like it, may feel they are getting off easy. But each such incident further lowers the quality of their education and cheapens the value of their degree. LaGuardia is in fact held in low esteem by other colleges within CUNY and by potential employers for precisely these reasons.

From Oct. 11, 2000 to Jan. 19, 2001, Prof. Millman was deliberately led thru a series of six meetings with Presidential Executive Associate A. Harrigan and, at various times, Vice President J. Bihn and Mathematics Department Chairman J. Perez. These meetings culminated in an agreement in which Prof Millman would undergo a review of his college contributions and complete some projects and thereby obtain President Mellow's support in Apr., 2001 for his seven-years-belated promotion. President Mellow, thru the medium of Ms. Harrigan, seemed to sincerely desire to correct this old injustice (see MEMOS May 23, 1994 and Feb. 10, 2001). However, on Feb. 7, 2001 the Administration inexplicably reneged on this agreement. No word of explanation has ever been offered. (The latest informed opinion has it that the new President ultimately knuckled under to the wishes of those entrenched cronies who would have been embarrassed by Prof. Millman's promotion. Once again, political expedience trumped honesty and integrity.
